Gender-Responsive Migrant Care
Financed through the $4.95M ADB ADF Grant — non-repayable Special Funds resources targeted at social impact and recurrent support — Output 2 is built around four concrete workstreams centred on female migrants in Special Economic Zones (SEZs), survivors of gender-based violence, and upland ethnic-group communities.
SEZ Healthy Workplace Pilot
Empowering female internal migrants in Special Economic Zones with essential health and SRH (sexual and reproductive health) services, and piloting childcare models at the workplace.

Establishing clinical care desks in 3 provincial hospitals — Champasak, Savannakhet, and Phongsali — for survivors of gender-based violence and trafficking.

The $4.95M ADF Grant — “The Catalyst”
While the $20M ADB OCR Concessional Loan (“The Foundation”) funds heavy capital works under Output 1, Output 2 draws on the $4.95M ADB ADF (Asian Development Fund) Grant — non-repayable Special Funds resources purpose-built for targeted social impact and recurrent support.
Purpose of the Grant
The ADF Grant drives the SDG 5 Transformative Gender Agenda, community-based activities, health worker scholarships, and recurrent administrative costs — including the full $2.30M Output 2 allocation for migrant and gender-responsive care.
Delivery Timeline
From Technical Advisory Group to Ongoing Block Grants
Output 2 activities are sequenced to establish governance first, then assess needs, pilot the SEZ model, and sustain community-level programs through the life of the project.

Form Technical Advisory Group
MOH establishes the Technical Advisory Group responsible for reviewing and approving annual costed workplans for Output 2 community and cross-border activities.
Q4 2024
Assess Female Migrants in SEZs
Baseline assessment of health, SRH, and safety needs among female internal migrants working in Special Economic Zones across the target provinces.
Q3 2025
Pilot the SEZ Healthy Workplace Model
Launch of the SEZ Healthy Workplace Pilot, testing essential health/SRH service delivery and childcare models with participating employers.
2025 Onward
Ongoing Community Block Grants
Annual $60,000 block grants disbursed to PIUs for GBV response, upland community resilience, and cross-border insurance activities, continuing through project close in 2029.
Community Financing Mechanism
$60,000/Year Block Grants to Provincial Health Offices
Grant funds flow from the MOH DPF/PMU Subaccount into PHO (Provincial Health Office) Subaccounts for Phongsali, Champasak, and Savannakhet — strictly for Grant-funded community and cross-border activities.

PIU Prepares Annual Costed Workplan
Each Provincial Health Office (acting as PIU) prepares an annual costed workplan covering GBV response, upland community resilience, and cross-border insurance activities.

MOH Technical Advisory Group Reviews & Approves
The workplan is reviewed and approved by the MOH Technical Advisory Group before any block grant funds are released.

$60,000/Year Disbursed to the PIU
Upon approval, a $60,000/year block grant is disbursed to the PIU’s PHO Subaccount to implement the approved activities.

Three Target Provinces, One Cross-Border Link
Output 2 activities are delivered across BAHP’s three target provinces, with the Cross-Border Health Insurance workstream extending coverage to female migrants working in Thailand.
