FDD — The Technical Blueprint
A Facility Design Document is the master reference package for each of BAHP’s 5 hospitals — combining architectural drawings, structural specifications, MEP (mechanical, electrical, plumbing) designs, and functional briefs into one approved document set. No civil works contract can be awarded without a completed, approved FDD.

DDCS — Ensuring Quality Construction
The Detailed Design & Construction Supervision (DDCS) Firm is a strategic consulting firm engaged by the PMU to lead detailed engineering design and provide full-time construction supervision across all 5 BAHP hospital sites. Recruitment for the DDCS Consultant began in Q4 2023, with ADB No-Objection and Executing Agency approval obtained in June 2024.

What the DDCS Firm Does
• Leads detailed engineering design for all 5 hospitals, building on the approved FDDs
• Provides full-time, on-site construction supervision at each hospital site
• Certifies civil works against approved drawings and specifications before payment
• Supports the PMU’s international Hospital Architect and national Civil Engineer
• Reviews contractor method statements, quality control, and safety compliance
• Reports construction progress monthly to the PMU and ADB
