What Output 1.1 Delivers
5 Hospitals, Built for the Long Term
Output 1.1 finances the detailed engineering design and construction of 5 new hospitals across Champasak, Phongsali, and Savannakhet provinces, built to Lao PDR's national health facility standards and incorporating seismic safety, flood resilience, and energy-efficiency requirements.
Detailed engineering design for all 5 hospitals was completed in Q2 2024. Construction is sequenced by province, beginning in Phongsali in Q3 2025, followed by Champasak and Savannakhet in Q4 2025, with each sub-project undergoing rigorous environmental screening before works begin and ongoing environmental monitoring throughout construction managed by the PMU and Provincial Health Offices.

Environmental Safeguards
Environmental Compliance at Every Step
All BAHP civil works are subject to ADB's Safeguard Policy Statement (2009) and Government of Lao PDR environmental regulations. No hospital construction begins until environmental clearance is confirmed.
Initial Environmental Examination (IEE)
An IEE is conducted for Category B sub-projects — hospital sites with limited and reversible environmental impacts. The IEE identifies potential risks during construction and operation, and prescribes mitigation measures incorporated into the Environmental Management Plan.
● Covers noise, dust, waste, water, and community disruption during construction
● Reviews site selection to avoid sensitive ecosystems, flood plains, or protected areas
● Public consultation with affected communities required before approval
● IEE report disclosed on ADB’s website and at project sites in Lao language
● IEE documentation completed for the Category B hospital sites across Champasak, Phongsali, and Savannakhet

Environmental Impact Assessment (EIA)
For Category A sub-projects with potentially significant environmental impacts — larger-scale hospital construction works among the 5 BAHP hospitals — a full EIA is required. The EIA is a comprehensive study covering baseline environmental conditions, impact prediction, and a detailed Environmental Management Plan.
● Baseline studies: air quality, water quality, biodiversity, and noise surveys
● Quantitative impact modelling for construction and operational phases
● Public disclosure and two rounds of stakeholder consultations
● Independent EIA review by the Ministry of Natural Resources and Environment (MONRE)
● EIA documentation, where required, reviewed and approved by MONRE ahead of construction mobilisation

Environmental Monitoring During Construction
The PMU, working with the Provincial Health Offices in Champasak, Phongsali, and Savannakhet, prepares a semi-annual environmental monitoring report covering all 5 hospital sites and submits it to ADB. Any non-compliance triggers a corrective action plan within 14 days. All reports are published on this website and the ADB project page.
